Explaining the elements of ethics-based technology governance for the development of emerging technologies in Iranian agriculture, with emphasis on extension programs

Abstract

The use of emerging agricultural technologies has caused environmental damage in some developing countries. Ethics-based governance is a policy-making approach that emphasizes the participation of all stakeholders in development programs and the use of their opinions and perceptions with ethical considerations, and avoids one-sidedness in development programs. This type of governance plays a very important role in increasing the effectiveness of extension programs and achieving sustainable development. The study was conducted with the aim of identifying and explaining the elements of ethics-based governance for the development of emerging technologies through extension programs and using structural equations. The statistical population of the study was 641 public and private agricultural technology activists and users of emerging technologies, 314 of whom were surveyed across the country using stratified random sampling.The results showed that emerging technologies have a "high and very high" impact on increasing performance, improving quality, and optimizing the use of production resources in technological agriculture, according to 52.9, 50.7, and 62.1 percent of respondents, respectively, and the indicators of attention to the principles of sustainability, transparency of policies and technology development programs, strategic foresight, legality, and development of infrastructure through education and awareness of the target community about the capacities of technological agriculture with extension programs are elements of governance that pay the most attention to the issue of ethics in the development of emerging agricultural technologies. The research evaluation was obtained with a GOF index of 0.586, which indicates the desirable and acceptable level of the research results
