Abstract
The main purpose of this research was to identify the most appropriate executive requirements to develop multi-functional agriculture in Iran. In order to collect data, the focus group method was used. For this purpose, three 90-minute focus groups were formed with the presence of 24 participants in the Institute of Planning Research, Agricultural Economics and Rural Development and the Department of Agricultural Support Policies of the Ministry of Agriculture-Jahad. The results of this study showed that the multi-functionalization of agricultural activity in Iran requires the valuation of public goods through the reward of positive externalities and the imposition of taxes on negative externalities. In addition, although there is a demand for some non-commodity agricultural products in the society, strengthening the market of these products is one of the most important and perhaps the first prerequisites for the development and strengthening of the provision of non-commodity agricultural products, which should be created with the participation of the private sector. Development and regulation of new markets for non-commodity and public services and outputs. Also, considering the different and diverse climatic and agricultural conditions in the country, there is a need to design regional and local policy mechanisms, taking into account the spatial diversity of different non-commodity outputs. The implementation of these measures requires wider cooperation between various interested organizations in the entire supply chain and production of commodity and non-commodity agricultural outputs. The results of this study will help the Ministry of Agricultural Jihad to formulate new policy mechanisms for the promotion of multifunctional agricultural systems and their effective implementation.
